A man has pleaded guilty to fly-tipping after being caught on CCTV dumping garden waste at Enham Lane in Charlton near Andover, in April 2018.
On Thursday 19 June 2018 at Basingstoke Magistrates’ Court, Matthew Powell of Weyhill, Andover, was ordered to pay a £200 fine, a £30 victim surcharge and £300 costs after pleading guilty to the offence of unlawful deposit of controlled waste (garden waste).
Test Valley Borough Council caught Mr Powell committing the offence on one of its covert CCTV cameras.
Environmental portfolio holder, councillor Graham Stallard said “We take a zero tolerance approach to fly-tipping in our borough and it is good news that our covert cameras are proving successful.
“The cameras are deployed throughout the borough and they provide invaluable evidence for the environmental service’s enforcement team. We investigate all reports of fly-tipping and will take them through to prosecution with sufficient evidence. It is a disgusting and inexcusable crime and we will do everything in our power to stamp it out.”
TVBC say residents should dispose of all garden waste properly through home composting, subscribing to the council’s garden waste collection service or by taking it to a household waste recycling centre (HWRC). HWRCs are open seven days a week, from 9am to 6pm until 30 September.
