Andover residents will have a modern, vibrant space to meet, read, learn and play in, thanks to £325,000 of County Council funding to refurbish Andover Library, which will contain a new community room and a larger children’s library.
The £267,000 internal works were given the go ahead at Hampshire County Council’s Executive Member for Recreation and Heritage Councillor Seán Woodward’s Decision Day today (3 September), with the remaining £49,000 to be spent on fixtures, fittings and equipment.
Councillor Woodward said: “These imminent changes at Andover Library will reaffirm its place at the heart of the community. The larger children’s area will mean a fantastic expansion of our current offerings, with babies, toddlers and youngsters enjoying more fun, free and paid-for activities. The library’s modernisation will mean it can be used by a broader mix of residents and organisations thanks to new spaces for hire, furniture which can be moved around more flexibly for events, and the removal of large counters to make better use of the public areas.”
A summary of the works:

Councillor Woodward added: “The improvements will be phased in order to minimise disruption to customers. We will need to operate a reduced service and different opening hours for the duration of the works, with the library fully closing from 1 to 7 October, and again in December until early 2019.
“During the refurbishment, popular Rhyme Time sessions will continue on a weekly basis, the customer reservation function will remain, and a smaller number of public computer terminals will be available.
“We would encourage customers to visit nearby branches such as Whitchurch, Library and Winchester and Basingstoke Discovery Centres, to look online for activities taking place at other libraries and also take full advantage of free online services which provide access to items including e-books and e-magazines.
“We look forward to revealing Andover Library’s fresh and modern makeover in the new year.”
- Phase 1: full closure – 1 to 7 October 2018
- Phase 2: reduced service – 8 October to December 2018
- Phase 3: full closure – December 2018 before reopening in early 2019
Temporary opening hours:
- Monday, Tuesday, Wednesday, Thursday: 10am-4pm
- Friday: 10-11.30am (open for Rhyme Time), 11.30am-4pm to the public.
- Saturday: 10am-4pm
- Sunday: closed
Customers will be able to borrow a maximum of 30 books prior to 1 October – these will not be subject to fines or charges during the closure, and can be returned to any Hampshire library
The works form part of the County Council’s Library Strategy – and a commitment to reinvest £500,000 a year, from the Development Fund, until 2020, into library buildings and technology.
