Plans to transform The Bell Inn in Weyhill into a children’s nursery have been officially approved by Test Valley Borough Council.

The planning application, 24/01435/FULLN, proposed converting the former pub into a nursery, including the construction of a single-storey rear extension with a green sedum roof and solar panels. The plans also outline a secure outdoor play area and the use of an existing detached barn for storage.
A new 1.8-metre security fence will be installed around the site, alongside a 1-metre high picket fence at the front with gates for access and exit. Internal alterations will also be made to adapt the building for its new purpose.
A New Chapter for The Bell
The Bell Inn, located on Weyhill Road, has stood as a local landmark for many years. Its change of use marks a significant shift, bringing a new community-focused facility to the area.
What’s Planned
- Change of use from pub to nursery (Class E(f))
- New single-storey rear extension with solar panels and green roof
- Creation of a tarmac play area
- Secure perimeter fencing for safety
- Use of the existing barn for storing toys, buggies, and bins
- Improved access and exit points with front gates
Environmental & Planning Factors
As part of the planning process, the site’s location was considered in relation to several local planning constraints, including:
- Chilbolton Airfield Safeguarding Zone, requiring careful consideration of any works that could attract birds.
- Ground Water Protection Zones, linked to the nearby Monxton Viaduct.
- Its classification within the North Andover Plateau, an area of semi-enclosed clay farmland.
What Happens Next
The decision to grant permission was made on 3rd March 2025, meaning work can now begin to prepare the site for its new future as a nursery.
Love Andover will continue to follow this story and bring updates as more details emerge about the opening date and the services the nursery will offer.
