Plans to improve walking, wheeling and cycling routes in Andover are set to be considered by Hampshire County Council in early March.

The proposed scheme would enhance pedestrian and cycle facilities linking the town centre with residential areas to the east. The suggested route runs along London Road, Batchelors Barn Road, Acre Path and Vigo Park.
If approved, the improvements would form part of a wider network of walking and cycling routes connecting the town centre, railway station, local schools and surrounding neighbourhoods. The aim is to make it easier for residents to travel short distances on foot or by bike.
Councillor Lulu Bowerman, Hampshire County Council’s Executive Member for Highways and Passenger Transport, said the scheme supports longer-term transport planning in the town.
She said:
“As more housing developments are given the go-ahead, it’s important that the right travel infrastructure is put in place to enable people to travel easily from their homes to local amenities, including schools, sports facilities, town centre shops and onward transport connections.
“This scheme represents the next phase of plans to improve cycling and walking across Andover.”
The proposals form part of Hampshire County Council’s Local Cycling and Walking Infrastructure Plan, approved in 2025. The plan outlines an integrated network designed to improve safety and accessibility while encouraging more sustainable travel choices.
The new route would also connect with improved facilities along Western Avenue, currently under development, and link to a planned route serving Walworth Business Park and Picket Piece.
The scheme will be considered by councillors at the beginning of March.

£1.01 million scheme
The improvements are estimated to cost £1.01 million and will be funded through Section 106 developer contributions linked to nearby housing developments.
This is only Phase One
The scheme forms the first phase of longer-term plans. Some elements have been deferred due to land constraints and existing developer agreements.
Parking restrictions planned
New parking restrictions are expected near Admirals Way and Batchelors Barn Road, subject to consultation.
Works could last until late 2027
If approved in March, construction is scheduled to start in July 2026 and run until December 2027.
One crossing required special approval
A proposed uncontrolled pedestrian crossing on Acre Path required a formal “departure from standard” approval due to limited visibility, although traffic levels are considered low.
