Hampshire County Council’s Future Services Consultation – Spring 2025 is due to close at 11:59pm on Wednesday 7 May, and local voices are urgently needed to help influence major changes that could impact everything from road repairs to post-16 transport and adult day care provision.

Although some proposed changes focus on services in Winchester and Basingstoke, the consultation addresses wider cost-cutting measures that will affect the county as a whole – including residents here in Test Valley.

The County Council is currently facing a budget shortfall of at least £97.6 million for 2025/26 and is considering a number of measures to reduce costs. These include:

  • Reducing planned highway maintenance, which could mean fewer repairs to roads and drainage improvements in areas like Andover.
  • Cutting day services for older adults, such as those at Chesil Lodge (Winchester) and Newman Court (Basingstoke), with implications for county-wide social care planning.
  • Amending Post-16 Transport assistance, limiting it to students with special educational needs from low-income families, and requiring parental contributions and involvement.
  • Reducing discretionary and school transport services, including increased fares and use of personal transport budgets or public transport options.

With many of these proposals affecting vulnerable residents, families, and commuters, the Council is encouraging people across Hampshire to provide their feedback before final decisions are made this summer.
