Plans to transform a stretch of the River Anton near Western Avenue into a new riverside park have been approved by Test Valley Borough Council’s planning committee on Tuesday 23 September 2025.

The decision is a key milestone for the Andover Town Centre Masterplan, unlocking a scheme that will re-shape road layouts and create accessible paths and landscaped spaces along the river. The park aims to reconnect the town with the River Anton, improve walking and cycling routes, provide quiet places to reflect, and create areas for community life and celebration. It will also link the western side of town to Town Mills riverside park and the planned new venue for The Lights, supporting footfall and the local economy.
Design features include a central square, viewing platform, innovative play elements, and flexible spaces for events and food stalls, set within planting that showcases the watercourse and the town’s history. Community input has shaped the plans, including work with Koala, the local hub supporting autistic and neurodivergent residents, to embed accessibility from the outset.
Councillor Phil North, Leader of the Council, said the park will be a green, inclusive space that complements the theatre project and reflects local aspirations.
The planning application 25/01047/FULLN, submitted in May 2025, sits within a wider regeneration programme part funded by £18.3 million from the UK Government. Construction is expected to begin in late 2026, with further community involvement planned during detailed design and delivery.
