Plans Revealed for Folly Roundabout Walking and Cycling Improvements – Have Your Say

Hampshire County Council has unveiled plans to make walking and cycling safer and more accessible around Folly Roundabout in Andover – and residents are being invited to share their views.

The proposed Folly Roundabout Active Travel Link would connect Western Avenue, Folly Roundabout and Charlton Road, creating a safer, greener route for people travelling without a car.

Safer routes for walkers, wheelers and cyclists

The scheme includes a grade-separated path for walking, wheeling (wheelchair or mobility scooter users) and cycling between the Western Avenue underpass and Folly Roundabout.

A new parallel crossing will also be added to Charlton Road, alongside improvements to the Western Avenue crossing, helping people move through the area more safely.

The route aims to make it easier to reach schools, shops and bus stops, encouraging more people to walk or cycle for short and medium journeys, while supporting healthier lifestyles and cutting carbon emissions.

Linked to wider regeneration

The project forms part of Hampshire County Council’s Local Transport Plan 4 (LTP4), which aims to deliver a cleaner, safer and more inclusive transport system by 2050.

It also complements Test Valley Borough Council’s Riverside Park and Western Avenue regeneration schemes, improving connections between Andover’s town centre, green spaces and the wider road network.

Funding and next steps

Funding for the scheme comes from a mix of external grants and developer contributions (Section 106), rather than Hampshire County Council’s general budget.

Feedback collected from residents will be reviewed early next year, with design updates considered in early 2026. Construction is expected to begin in spring or summer 2026, subject to approval.
