The Chancellor has announced a Youth Guarantee for eligible young people and funding to ensure every primary school has a library by the end of this Parliament (announced Monday 29 September 2025).

Under the Youth Guarantee, any eligible young person who has been on Universal Credit for 18 months without earning or learning will be offered guaranteed paid work. Delivery will be led by the Department for Work and Pensions, building on existing employment support and sector-based work academies. Detailed eligibility and timelines are due at the Autumn Budget.
The government has also committed over £10 million nationally to guarantee a library in all primary schools. Further delivery details will follow from the Department for Education.
The Andover Angle
Local delivery of the Youth Guarantee would be expected via Andover Jobcentre Plus working with employers and providers such as Andover College, once national guidance is issued. Primary schools in Test Valley that currently lack a dedicated library space may be able to access support when the scheme criteria are published.
Other measures announced include doubling places on high-talent visa routes, tougher Covid fraud enforcement with a new investigations team, and plans to reform public procurement to prioritise British suppliers in strategic sectors.
